Changes to the Constitution are not a suitable route for a short term response.
Not only that, a Constitution is a Terms of Reference style document not one for making and enforcing contracts as per the first section so the legal agreement stuff has no place in it. Also far more importantly, you cannot just contract away a statutory duty of care so it shouldnt be there anyway.
Reading from an HSE perspective the first section and first and fourth sentence of 2, would be seen as knowing there is a problem because and trying to evade responsiblities and even bully people into acquiescence because some issued are identified and then not guaranteed and using vague sentences to make people think they were being protected while actually either meaning something else. That's actually a worse position that just writing a document that says 'we dont think we need any controls'.
The middle part of 2 talking about when to shut down again is useful, not necessary but certainly worth using as the base for a re-lockdown line which we hopefully will not need.
Three is too long. For a set of covid control rules, it should be more focussed 'Do not come to the club if you have any covid related symptoms, or are waiting for a test result'. For the long term, then this one might be something to consider adding to the Constitution in the future but should be kept simpler i.e. 'PLease do not come to the club if you are sick' but we can deal with that once we are functioned in person again.
Item 4 - if it is decided this should be included as fomite control for Covid then it needs to be food and drink at the table otherwise it doesnt do enough. If this is for post-covid I'd say that this is more appropriately down to the players respecting each others stuff. A 'respect other players and their property' line in the COnstitution could be added to cover that and many other issues as we don't have anything in the Constitution currently beyond a reference to a code of conduct that eludes me but thats not in the aim to get decisions put up for Monday.
This needs a set of bullet point rules decided by the club officers and stuck up so people can decide if they will come or not. Im not one of those so no matter how much I wave my professional opinion on the matter anything I add is discussion not movement. Nothing to say the ruleset cannot be changed from there quickly and ideally it should be able to do that as the Delta peak hopefully starts to go down (though it has rather nastily flattened).

Last time we tried it wouldnt open (issue of its own), but yes - it could be an option with the windows and the door open to through draft - but only if the 'double size game table increases numbers allowed' method for assigning numbers at tables is used and Im not going to throw that out hugely so as to avoid being accused of altering rules for my own benefit.
Even then we need to look at it properly for numbers, spacing, flow etc to be sure it works.

Neither Friday nor Sunday are an option for myself - so I may just skip out of SOtC and take the time to prep for a return to RPGs at the club (while I want a graded return I so hope that we could be near, if not totally, normal before Xmas - with the delta peaking declining nicely I don't think thats too hopeful)
Actually the Trek tokens are not a huge issue even online. I'd just have to record how many people had - but it is something people then need to keep asking about rather than seeing the stack in front of them. That sort of thing appeared a bit with 4E DnD and that era of games (3rd ed WFRP as well) and its one thing some people don't like in RPGs so thats why I need to work a system where its minimally noticed to avoid irritating those people.

1: If you're ill, or develop any of the symptoms while at the club, or awaiting a test stay away. 2: Ventilation, all doors and windows to be opened. Be warned, winter is coming: dress appropriately. 3: frequent hand cleaning (Set an alarm clock for every hour? Half-hour?). 4: Masks while moving about the room. Other than that PPE to be personnel choice. 1 and 2 yes. 3 - setting a time isnt ideal since it doesnt tie sanitisation to a risk behaviour. Best leave it at 'on entry and when returning to a table' Could also do the important statement of avoid touching you nose/mouth and then a game surface without sanitising as a dual purpose - a standard rule (Ie Face from government mantras) plus binds it to sanitisation point. 4 Yes, other PPE - more iffy. Depending upon what people decide on using PPE incorrectly makes things worse (gloves being the main example there). I do think we need to add no food and drink at tables. If someone is carrying that is a quick way way to let them spread. If people are getting up or going outside to grab a drink it reinforces the sanitisation pattern. Oh and I know clubs where they ban this normally just to keep games in reasonable nick. Yes it will inconvenience some but I think relatively few and its a decent cost benefit. Its not saying no hydration allowed at the club…just step away from the table and clean up. We really should use some kind of distancing and separation as a potential firebreak. To be fair, normally everyone arriving sits in a big wide circle anyway and the majority play at one table. So really if we have a no table hopping and social distancing rule - how many will it affect? Four tables is really the maximum number of games we can run and have space to move around so that shouldnt changed. The 4 at a game idea was only a suggestion as it keeps people not bashing heads at the table - a way of increasing the numbers is to use double tables which keeps people spread out but allows more at the spot - so perhaps 4 at a single table, 7 at a double?? If we do distancing (and I recommend we do) then we should have a line saying 'no crowding heads at the table, take turns peering. So we really should not be banging heads at the table. As to why when wandering and not at table for masks makes a difference - respiration volumes change significantly between sitting and moving around. For airflow and release the University tool has 3 levels - from lowest as sitting/speaking, through standing/walking and higher activity levels being the worst and the graphs change quite a bit. The technical process should be sit at table with mask on, wait for breathing to settle for a few secs and then remove mask and in reverse mask on before standing. Not that I think we put that level of detail in the rules. As such sitting down does alter the equation enough. With Social distancing, I originally put 2m in as the standard just because people will be familiar with it and it covers all circumstances, but if everyone involved is face covered then 1m is enough - 2m only necessary around people who arent masked because they cannot safely wear them (no out for steaming glasses, please, we should all be able to manage that now and it isnt an effect in game). That '1m with facecover' should allow for talking easily and end of night observing. With some unable to wear masks for medical reasons we have to accept a couple of people not covering up as they move round (Equality Act basically) as we can extend to 2m if someone in that position is involved in any interaction. I am acutely aware of that, but Im not going to fudge things for my personal benefit. However, with ventilation the single most important issue and those side rooms not really able to ventilate well, that is our situation. We could play in the main hall if it doesnt irritate the others and if we went for the larger table, larger numbers idea that might work. Equally online has worked well. As a final note - the notable difference between sitting and standing making a difference does lean to facecovering at a minis game when standing for any length of time. Again aware ofthe affect this will have on running an Uncharted Seas. As a final comment - the current Delta dominated peak has started to come down, if it comes down enough in Cambridge we could potentially run the Cambridge Uni room assessment and see if that makes it sufficiently safe to remove some more of these restrictions (assuming players are happy to do that). However since the numbers are currently blocking use of that tool we need to wait for the peak to properly lower. However, that is a potential point to review, as people become more comfortable meeting in person.

From here alone, yes Trek's a big candidate.
At the moment taking everything in, its basically down to two options Star Trek Adventures (ToS most likely though I have to scan all my material for eras and settle on a ship) and Traveller.
I'll do some balancing out and thinking on workable scenarios

Go ahead and post them Dave - I only sent them to restricted numbers for quick assessment not because they were private or confidential.
Double vaccinated should not be a criteria we put in. Two reasons - one legal, one biological.
Used alone, its currently actually a breach of the Equality Act as Indirect Age discrimination because not everyone has yet had the chance to be fully vaccinated - thats just one reason it isnt permitted in the University. It also potentially starts to involved some quite serious confidential information handing which we are not set up for especially when dealing with exemptions and I frankly wouldnt want to touch that. Secondly (and frankly the important one from a Biological Safety Officer's perspective) is that its also lousy biological control for what is trying to be achieved. Other methods should be used for lowering the risk (especially with Delta's characteristics). We need to be concerned with stopping people getting infected by lowering potential transmission rates between people and not using vaccination as a protection which is too far downstream for that. As soon as you use 'vaccination means OK' concept its been seen that people's behaviour on other aspects changes and we are not a big enough gathering (like say Silverstone or a football match) to be able to use averages and bulk number assessments -even there they dont use vaccination alone.
One of the fundamental questions we ask when reviewing these sorts of plans whether its for the canteen here at work, or handling the SARS-COV2 is 'what would stop transmission, if a single infection source event occurs <a positive but asymptomatic person walks in or a vial is dropped>' because thats the minimum assessable event. Its how our safety assessments are done - not on a percentage chance of an infected individual being present, but on minimum assessment event. Thats why we should intervene upstream at a mandatory level.
We have several vulnerable people here at work, from inflammatory issues, lung conditions (including missing lungs) and endocrine risks and those are the methods we use to protect those people. I also have to be cautious as my mother in law has pulmonary fibrosis and requires oxygen support. Even a light covid dose WILL kill her - so for those wondering I have thought consequences through please be aware that this is the standpoint I am using as a base.
To further expand on Scotts list of wants: 1) Ventilation is possibly the single biggest thing I see as lowering transmission. Dilution is a solution and all that. If that isnt in there, you won't find me at the club until case loads are way lower. 2) Hand santisation is the next (I'll bring some in, either picking up from Simon or getting more - though not for tonight I have to say) 3) Some form of separation and group movement limitation as a viral firebreak - thats covered by such things as table numbers, social distancing away from tables, room number limits, rooms off limits and no table hopping 4) Masks - I am of the opinion that they should only be necessary (i.e. a club rule) when moving round, but that it is important at that point. The Uni has a fancy tool Ive been using on my room assessments and its interesting to see the difference in airflow figures in there from sitting/speaking to standing around even at a basic level. Thats when people start huffing and puffing etc. I would say that that would include games where standing a lot occurs e.g. a miniature wargame. Also moving around is where you can inadvertently get close to people while more heavily breathing and so masks become more important. 5) The no eating and drinking at the table I definitely also agree with - its asking for fomite transmission from our putative infected event/person and its tied into the santisation nicely.
I think I also talked in my draft about advising avoiding touching face/mouth/eyes etc - just as a break of infection pathways and so santiser at the table. I got one for each of 4 tables plus 2 pumps for entry/exit areas for example. I also talked about contactability....we want to be able to contact anyone who might be affected (or be a source) the Coronavirus acts arent requiring that any more but I feel given its a Notifiable disease we have a moral imperative there. There are so many options there so I didnt want to specify more than that - it could be phone, email, discord anything.
On top of that I'd like to add that we include the standard instructions No turning up with symptoms No turning up while waiting for the result of a test Leave if you start to feel unwell
Can anyone think of any others for that?
