So I had a chat with the management people of the St Andrew's house building; it's empty for an anticipated long time (they're stripping it out and refurbishing it).
They're concerned that if it's not secured then they'll get gypsies moving onto the land (and have to faff about evicting them), which is why they've fenced off the small car park.
So we're probably not getting it back in the near-term. Long term probably depends on who they eventually let it to.
On the plus side, they have no problem with us parking on the access road in the evenings as long as we make sure there's access to the barriers. They also said the yellow lines aren't enforced by them (they think Sapura put them on to stop their staff parking there) so people don't need to worry about being ticketed. :-)

They are poorly delineated and no plate up so even on the Public Highway it would have issues. They would have to rely on the 'publically accessible land laid out as per the Public Highway' set up which works very differently in enforcement terms.
Sounds like someone blocked it off as a routine process and didn't bother to check usage and now they are coming up with a plausible sounding reason, would be my guess in the absence of further data.
